Since late 2025, the Panama Canal has continuously monitored the El Niño scenario for the current year, which is why the water level at Gatún Lake has been maintained at historically high values. It is important to note that El Niño is part of the natural variability of the planet and may reoccur within a period ranging from two to seven years.

In light of the potential threat of an El Niño event in the second half of 2026, the Panama Canal began implementing water-saving measures at the locks in late 2025 and took advantage of the relatively dry season in 2026, which was among the wettest on record since 1950, to strengthen water reserves in Gatún and Alhajuela Lakes.

In practical terms, this means that the scenario is monitored with scientific rigor and operational prudence. The magnitude and severity of the phenomenon is assessed with greater precision at the start of the 2026 rainy season (May–June) which makes it possible to validate the climate models projected at the end of last year.

In the meantime, the Panama Canal updates lake-level projections every week, evaluating possible water-deficit scenarios for May and June 2026, while also maintaining 38 daily transits. Current data does not forecast the need for transit restrictions through December 31, 2026.

History indicates that the most pronounced impacts of moderate or strong El Niño events tend to be reflected more clearly in the subsequent year, as was the pattern in 1982–1983, 1997–1998, 2015–2016, and 2023–2024. Accordingly, operational projections for 2027 are already being developed.

Water: An Essential Resource

Water is an essential resource for life, for the well-being of communities, and for global trade.

In Panama, the strategic value of water is even greater, as both the operations of the Panama Canal and the water supply for more than 50% of the country’s population depend on this resource. This is why the Panama Canal plays a fundamental role as guarantor for responsible and sustainable management of water resources.

In the context of greater climate variability, protecting water requires anticipation, optimizing its use to meet all objectives simultaneously, and applying measures that ensure its availability, thereby reaffirming the canal’s commitment to efficient, safe, and sustainable operations.

In this regard, the canal maintains permanent oversight and prudent management of water, aimed at ensuring water security, operational efficiency, and the sustainability of the system.

Preventive Water-Saving Measures

The Panama Canal has activated preventive water-saving measures, drawing on the experience gained during previous droughts, which made it possible to consolidate effective operational practices for water resource management. These actions are intended to anticipate scenarios in times of reduced water availability and to optimize use of water in operations.

With the onset of the dry season and in response to the evolution of hydrological conditions, the following operational measures were activated during the last week of December 2025:

  • Simultaneous lockages, a process that allows two small ships to transit through a single lock at the same time, whenever vessel dimensions allow, to reduce the total volume of water used.
  • Use of water-saving basins at the Neopanamax locks during vessel directional changes, saving one cubic hectometer of water daily.
  • Use of interior gates which reduces the volume of water needed to fill the chambers, according to vessel length.
  • Temporary suspension of hydroelectric generation at Gatún, prioritizes water storage for human consumption and canal operations.

A Commitment to Sustainability and the Future

While operational measures make it possible to optimize the use of available water and have proven effective in addressing periods of reduced water availability, the sustainability of the Panama Canal and the water supply for the population require long-term structural solutions. In this context, the Río Indio Project is a key component of the country’s water security strategy.

This project will expand the water storage capacity of the canal system, strengthen resilience in the face of more frequent and intense droughts and ensuring both reliable canal operations and the supply of water for human consumption. Río Indio responds to a comprehensive vision of water resource management which is designed to anticipate the effects of climate change and protect a vital resource for Panama and global trade.

This approach, based on data, experience, and forward planning, reaffirms the Panama Canal’s commitment to sustainability, operational resilience, and the responsible management of water as a strategic asset for the country and for the world.

Panama Canal Deputy Administrator Ilya Espino de Marotta concluded a series of engagements in Washington, D.C., where she met with policy leaders, academics, business representatives, members of the international affairs community and media to discuss the Panama Canal’s role in global trade, sustainability and supply chain resilience.

“The Panama Canal remains committed to serving global commerce with reliability, transparency and innovation,” Espino de Marotta shared at the Council on Foreign Relations (CFR) where she joined a dialogue focused on the strategic importance of the Panama Canal to international commerce and hemispheric connectivity. She emphasized the Canal’s operational adaptability and the investments underway to ensure long-term water sustainability and infrastructure reliability.

“As international trade continues to evolve, collaboration among governments, industry and research institutions is essential to strengthening resilient and sustainable supply chains,” she explained.

In addition to her visit to the CFR, Espino de Marotta also took part in discussions at the Stimson Center Headquarters and the University Club of Washington, where she addressed current challenges facing global maritime trade, including climate variability, infrastructure resilience, decarbonization and the long-term sustainability strategy of the Panama Canal.

At the Stimson Center, Espino de Marotta discussed the intersection of climate resilience, maritime logistics and global economic security and highlighted the Panama Canal’s efforts to develop sustainable solutions that support both international shipping and the country’s water resources. She shared insights into the Canal’s long-standing dedication to reliability, especially given the current climate variability and how the institution’s Vision 2035 will aid in that commitment.

“Panama is one of the five rainiest countries on the planet. So, for us, storing that water is key. The creation of a new reservoir will help us store that abundance of water so that when there’s scarcity, it will guarantee the functioning of the Canal and the provision of potable water,” she said.

In the evening, Espino de Marotta addressed members of the diplomatic, academic and business communities during a dinner event at the University Club of Washington, where she reflected on the Canal’s transformation over the past century and the institution’s ongoing modernization initiatives.

Throughout the visit, Espino de Marotta reaffirmed the Panama Canal Authority’s pledge to maintain open dialogue with international stakeholders, transparency and advancing initiatives that contribute to a more sustainable and overall efficient global maritime industry.

The Panama Canal recorded an increase in transits and tonnage during the first half of Fiscal Year 2026, along with greater demand for its reservation system, reflecting the evolving dynamics of international maritime trade.

These developments were shared during a market update hosted by Anna Milne, Managing Director of Emerging Markets Corporate Research at Bank of America Merrill Lynch.

The virtual briefing featured Panama Canal Administrator Dr. Ricaurte Vásquez Morales, Deputy Administrator and Chief Sustainability Officer Ilya Espino de Marotta, and Vice President of Finance Víctor Vial. Together, they presented first-half FY2026 results and provided updates on port development initiatives, a gas pipeline, a logistics corridor, and the Río Indio project.

The event also gave canal leadership an opportunity to address the maritime industry directly, offering clarity on the waterway’s status amid a recent surge in vessel traffic.

“The Panama Canal is open and fully operational, thanks to the dedication of some nine thousand Panamanians who keep this waterway running,” said Administrator Ricaurte Vásquez Morales.

He added: “Amid all the geopolitical complexities in the world today, the shifts and various factors affecting international trade, the Panama Canal remains open and reliable. With water levels currently at optimal levels, we are accommodating an ever-growing volume of traffic.”

The Administrator also highlighted that “there is strong performance coming from container traffic and liquefied petroleum gas. Energy products are playing an increasingly important role in the volumes we are handling here at the Panama Canal.”

First-Half Results

During the first half of FY2026 (October 2025 through March 2026), the Panama Canal recorded 6,288 transits, an increase of 224 transits year-over-year. Over the same period, 254 million PC/UMS (Panama Canal Universal Measurement System) tons moved through the waterway, which translates to approximately 5% more than the 243 million tons recorded in the same period of the prior fiscal year.

Performance has been particularly strong in recent months, with daily averages of 34 vessels in January and 37 in March, and peak days recently surpassing 40 transits.

Safe and Predictable Operations

Regarding the uptick in reservations and the results of certain slot auctions, which are part of the services the Panama Canal offers, Vice President of Finance Víctor Vial clarified that while some vessels have paid over one million dollars at auction, these figures reflect only temporary conditions driven by heightened demand.

The Panama Canal offers the maritime industry several advance reservation mechanisms for scheduling transits, including the Long-Term Slot Allocation system (LoTSA) and a dedicated booking system for Liquefied Natural Gas (LNG) vessels. All vessels are required to hold a reservation before transiting.

For vessels that do not book in advance, the canal offers options such as last-minute reservations and an auction mechanism, with three to five slots made available through auction each day.

According to Vial, the average auction price before the Middle East conflict was between $135,000 and $140,000. Following the outbreak of the conflict, that average climbed to approximately $385,000 between March and April.

Vial also noted that since the majority of vessels book their transits in advance, there is no queue, which provides greater certainty for users. Auctions are conducted using specific time slots already built into the Panama Canal’s schedule, with no impact on vessels holding confirmed reservations or on the established transit order.

 Prepared for Potential Drought

Water availability at the Canal was another key topic during the Bank of America briefing. Deputy Administrator Ilya Espino de Marotta noted that, in anticipation of a possible El Niño event, the Canal has been monitoring conditions since early in the year and has implemented preventive water conservation measures.

She also explained that unusually heavy rainfall during the dry season has kept Gatún and Alhajuela Lakes at maximum levels. The goal is to maintain these levels in order to manage a potentially strong El Niño later in the year, ensuring continuity of service.

“We don’t anticipate anything significant between now and December, but we continue to monitor the situation closely. We want to keep the lakes as high as possible heading into the next dry season, so we can continue delivering a high-quality service,” said Espino de Marotta.

The Panama Canal Authority published today, the prequalification documents for two strategic initiatives. These include the development of an energy corridor pipeline and the construction of container port terminals on both the Atlantic and Pacific coasts. The publication represents a significant step forward in the process of selecting future concessionaires.

The Prequalification Document and its amendments, available through the Panama Canal’s online procurement system, allow interested parties to submit the required documentation for review by a technical evaluation board.

The publication of the official Prequalification Document was approved by the Board of Directors following an analysis and market engagement process led by the Complementary Business Committee. As part of this effort, the Panama Canal Authority held group conferences and one-on-one meetings with industry representatives.

Initial market outreach meetings were held on September 18th with companies in the energy sector to discuss the pipeline initiative, and on October 27th with representatives of the maritime industry to identify potential participants for the port terminal projects. A series of follow-up meetings with prospective participants was then conducted to collect technical feedback, validate market assumptions, and refine the documentation supporting the selection process.

Energy Corridor Pipeline

The initiative includes an approximately 76-kilometer pipeline with access to terminals on both the Atlantic and Pacific coasts. The pipeline is designed to transport propane, butane, and ethane, with an estimated capacity of up to 2.5 million barrels per day. It does not require transit through the canal’s locks and does not involve additional water consumption.

In support of the initiative, the Panama Canal Authority held meetings with ENEOS, Energy Transfer, ExxonMobil, Enterprise Products Partners, Chevron, Fortress Investment Group, Gyxis Corporation, Itochu Corporation, NMDC Group, Vopak, Astomos Energy, Kawasaki Kisen Kaisha, Iwatani, I Squared, Movement Industries, Otamerica Oiltanking America, Phillips 66, SK Gas, Sumitomo Corporation, SMBC Sumitomo Mitsui Banking Corporation, Targa Resources, Ultranav, and ONEOK.

Development of Container Port Terminals

This initiative includes the development of two container port terminals, one on the Atlantic coast and one on the Pacific coast. The project aims to increase Panama’s national transshipment capacity to between 5.0 and 6.0 million TEUs per year and strengthen Panama’s position as a globally competitive intermodal hub.

As part of the market engagement process, the Panama Canal Authority held individual meetings with representatives from APM Terminals, Cosco Shipping Ports, CMA Terminals, DP World, Hanseatic Global Terminals, MOL, PSA International, SSA Marine-Grupo Carrix, Terminal Investment Limited, ONE, and Evergreen.

Land for strategic development

With the aim of securing key areas for the development of strategic projects, the Panama Canal Board of Directors authorized a real estate purchase transaction with the Nation, through the Ministry of Economy and Finance.

This transaction will allow the Panama Canal to incorporate areas necessary for initiatives related to strengthening the intermodal logistics hub.

Multisectoral social approach

The Canal’s strategic projects incorporate a social and environmental approach from the outset, recognizing that logistics and infrastructure development must go hand in hand with the well-being of the communities that live in the Canal’s areas of influence, both on the Atlantic and Pacific sides.

Both initiatives are part of the Panama Canal Authority Strategic Vision 2025 – 2035, which focuses on diversifying services, strengthening operational resilience, and reinforcing Panama’s position as a leading global logistics hub.

Government and state leaders from seven Latin American countries visited the Cocolí Locks at the Panama Canal. This visit was organized as part of their trip to Panama for the 2026 Latin America and Caribbean Economic Forum, organized by CAF.

The delegation was led by the President of the Republic of Panama José Raúl Mulino, and included the President of Brazil Luiz Inácio Lula da Silva, the President of Bolivia Rodrigo Paz, President of Colombia Gustavo Petro, President of Ecuador Daniel Noboa, President of Guatemala Bernardo Arévalo; and Prime Minister of Jamaica Andrew Holness, President-elect of Chile José Antonio Kast, and the Executive President of the Development Bank of Latin America and the Caribbean Sergio Díaz-Granados.

An official photograph was taken of the delegation at the Cocolí Locks, which were inaugurated in 2016 as part of the Panama Canal Expansion and now mark ten years in operation. These locks, which significantly increased the capacity of the canal, are a symbol of the Panama Canal Authority´s commitment to serve global maritime trade and international commerce.

The delegation was welcomed by the Minister for Canal Affairs José Ramón Icaza and the Administrator of the Panama Canal Ricaurte Vásquez Morales.  During the visit, the leaders received a comprehensive briefing on the operation of the locks, their historical significance, and recent advances in water sustainability, operational efficiency, and technological innovation.

The visit underscores the Panama Canal’s central role as a platform for logistics and trade integration in Latin America and the Caribbean. This role is especially significant as the region confronts shared economic, climate, and geopolitical challenges that are central to the discussions of Latin America and the Caribbean International Economic Forum organized by CAF.

The Panama Canal Authority and Monjasa, a leading global supplier of marine fuels, have signed a Cooperation Agreement aimed at developing initiatives that benefit communities within the Panama Canal Watershed (CHCP).

The five-year agreement provides for the implementation of targeted projects in environmental protection, comprehensive well-being, culture, community development, and education, all aligned with the United Nations Sustainable Development Goals (SDGs). These initiatives will focus on communities within the CHCP and other areas of the country. The agreement was signed by Ilya Espino de Marotta, Deputy Administrator of the Panama Canal and Rasmus Jacobsen, Managing Director of Monjasa Americas.

The agreement establishes a strategic alliance aimed at designing, developing, and executing joint projects that integrate the three fundamental dimensions of sustainability: environmental, social, and governance. It also includes actions focused on decarbonization and emissions reduction, aligned with the International Maritime Organization’s objectives, the integration of ESG criteria and sustainable practices, as well as volunteer programs and community engagement.

During the signing ceremony, representatives from the Panama Canal and Monjasa underscored the importance of joining efforts to advance development models that reduce environmental impact, create shared value, and foster a more resilient economy. These shared projects will be executed in line with the strategies, capacities, and standards of each signatory party, in full compliance with their respective legal framework.

“This agreement reaffirms our commitment to working with strategic partners to promote sustainable actions that endure over time and contribute to a more responsible future,” stated the Panama Canal representative.

On behalf of Monjasa, Rasmus Jacobsen remarked: “Monjasa fuels global maritime trade and it is a privilege to further deepen our relationship with the Panama Canal Authority on this important agenda. Our local presence must also benefit the communities and the environment around the Panama Canal.”

The Panama Canal Authority (ACP) commemorates today 26 years of Panamanian administration, marking a new anniversary since its transfer at noon on December 31, 1999. This historic milestone was a catalyst for national sovereignty and pride and has allowed Panama to demonstrate its capacity to efficiently manage one of the most strategic routes in global trade.

Twenty-six years after its transfer, the Panama Canal stands as a cornerstone of national development, with tangible results that have directly impacted the country’s economy and the Panamanians’ well-being as well as the global maritime industry and worldwide trade.

Among the most significant milestones of more than two decades of management are:

  • Canal Expansion: The inauguration of the expanded canal in 2016 transformed the global maritime industry, enabling the transit of larger vessels and strengthening the route’s competitiveness.
  • Contributions to the country: Over 26 years of Panamanian administration, the Canal Authority has transferred B/. 31.231 billion balboas to the National Treasury, reaching historic levels that strengthen the economy and translate into investments for the country’s social development.
  • Strategic investments: In 2025, the ACP presented its roadmap for the next decade, aimed at reinforcing its strategic role in global trade, promoting projects such as the Energy Corridor, port improvements, and systems that ensure water resources for both the population and operations.
  • Innovation and sustainability: On this anniversary, the ACP reaffirms its commitment to a sustainable future through programs to optimize water use, reduce emissions, and strengthen resilience to climate change.
  • Commitment to communities in the Watershed: As part of its comprehensive management, the Authority develops multiple programs in the Panama Canal Watershed, focused on protecting water resources and improving the well-being of the communities that live there.

Twenty-six years after its transfer, the Panama Canal Authority reaffirms its commitment to the country, projecting itself into the future as a strategic platform in the service of Panama and global trade.
